Top Stories: Judge Delays Texas' Fetal Remains Burial Rule; Funkytown Artist Going Beyond Galleries

In Austin, U.S. District Judge Sam Sparks ruled that the Department of State Health Services must push back its start date a month later for requiring health providers to bury or cremate aborted fetuses. The rules had been set to take effect Monday.
