The top local stories this morning from KERA News: The state is moving to shut down the biggest psychiatric hospital in Dallas over safety issues.

The Dallas Morning News reports the state health department has asked Timberlawn Mental Health System to surrender its license and pay a one million-dollar fine.

Officials say they plan to fight the penalties at a meeting on April 28th .
