The top local stories this morning from KERA News:

The Dallas City Council is scheduled to vote Wednesday on its first comprehensive housing policy.

The goal is to address the shortage of affordable housing and break up concentrations of poverty in the city. About six out of 10 Dallas residents spend more than one-third of their income on housing costs.
