Early Voting Begins Tuesday for Texas House District 100

Early voting begins on Tuesday in the runoff election for Texas House District 100. The seat was left vacant after Dallas Mayor Eric Johnson stepped down from the state legislature to fill his current position. 

Democrats James Armstrong III and Lorraine Birabil are the two contenders who will face off in the special runoff election. 

In the general election on Nov. 5, 2019, Birabil led the pack with 33% of the votes while Armstrong came in second with 21%.

You can vote early from 7 a.m. to 7 p.m. until Friday, January 24. All of the early voting polling places for the race are listed below.

Birabil is an Associate at Tillotson Law who is awaiting admission to the bar. She was previously the Statewide Outreach Director for Beto O'Rourke's senate campaign in 2018. Armstrong is the President and CEO of Builders of Hope Community Development Corporation.
Both Armstrong and Birabil have stated that healthcare is one of their top campaign issues

Biribal said in October that healthcare is a personal for her.

“I have a 6 month-old daughter. Her grandmother died a month and four days before she was born because she was in the Medicaid gap," Birabil said. "She worked as a registered nurse, made too much money to qualify for standard Medicaid, but not enough to pay out of pocket." 

Biribil has also proposed modest property tax reforms to benefit seniors, and reforms to education funding. 

Armstrong said he is committed to improving health coverage through a focus on economic development.

“For far too long the Texas promise of prosperity has only been a promise achieved by the top 20% of wage earners, while other hard-working Texans feel as if their financial status is slipping,” he said in October.

Armstrong has proposed investing more money into lower-income students and promoting legislation that would protect the middle class. 

Election day for the race is Tuesday, January 28. Dallas County Elections has a full list of polling places and a sample ballot on their website.

Texas House District 100 includes parts of West Dallas, Oak Cliff, South Dallas, Lakewood/East Dallas, Buckner Terrace and a small area of Mesquite.
