Top Stories: New Texas Laws Take Effect Today; Medical Care For Disaster Victims

The top local stories this morning from KERA News: A slew of laws take effect today in Texas, including a ban on texting while driving. However, some high-profile lawswere temporarily blocked earlier this week by federal judges. 

One would ban the abortion procedure known as dilation and evacuation. The other, known as Senate Bill 4, targeted so-called sanctuary cities.
