Top Stories: New Texas Laws Take Effect Today; Medical Care For Disaster Victims

The top local stories this morning from KERA News: A slew of laws take effect today in Texas, including a ban on texting while driving. However, some high-profile laws were temporarily blocked earlier this week by federal judges. 

One would ban the abortion procedure known as dilation and evacuation. The other, known as Senate Bill 4, targeted so-called sanctuary cities.
