Dallas, TX – Eight North Texas counties are part of the Governor's disaster declaration after "Hermine" swept across the state yesterday. KERA's BJ Austin reports.

Two people died in flood waters, one near Alvarado, south of Fort Worth. At least three are missing in Central Texas.

Anita Foster, with the Red Cross says flooding in Arlington, and a tornado is Seagoville caused the most damage for families in this area. But she says people need help from one end of the state to the other. Foster says the Red Cross has implemented its "text campaign".

Foster: Go to your phone and text the word Red Cross to 90999. That will be ten dollar gift. And, I'll tell you, ten dollars will help us feed a disaster victim for a day. And that will be a real meaningful thing to do because Hermine left a lot of victims in her wake.

Some residents of the Willows at Shady Valley apartments in Arlington say they've lost everything to Hermine's flood waters. Firefighters had to rescue 100 people from the fast-rising water at the complex. As many as 30 people are displaced after a tornado hit an apartment complex in Seagoville. And businesses in a Dallas industrial area are cleaning up major damage after a tornado tracked across the city at rush hour.
