Rep. Scott Hochberg (D-Houston) today released a document explaining his amendment to HB 2, comparing his amendment to Rep. Kent Grusendorf's (R-Arlington) Committee Substitute for HB 2, which will be heard on the House floor today.
The document shows the advantage by school district of his amendment over CSHB 2, over current law, and includes information regarding state and local funds and maintenance and operations funding.
The Learn and Live Plan notes that 90 percent of school districts will benefit more than they would from HB 2 and 90 percent of House districts will see lower property taxes for homeowners.
While HB 2 provides only a 5 percent increase in funding for schools, proponents of the Learn and Live Plan say their proposal provides a 12 percent increase over current law.
