Austin, TX – After only the first three amendments were offered to HB 2292 (the Health and Human Services Reorganization bill) Tuesday, Sen. Jane Nelson agreed to move the bill to third reading and promised all members they would "play by the same rules tomorrow that we are playing by today," in that she would allow amendments to be offered without the required vote numbers usually necessary to hear the amendments on third reading. Lt. Gov. David Dewhurst said this was to allow more bills to be heard today. With more than 25 amendments to the bill, debate would likely have taken hours. The bill will come back to the floor Wednesday.
