Amita Sharma, of member station KPBS in San Diego, reports that a federal judge has found an important part of California's Proposition 21 to be unconstitutional. The 4th District Court of Appeals ruled that only judges, not prosecutors, have the authority to try juveniles in an adult court. The decision stemmed from a case last summer, in which eight boys beat and robbed a group of Latino migrant workers.
