Texas Proposes New Clean-Air Rules & Nightly Roundup

Dallas, TX – Texas is proposing changes to its clean-air permitting process for petrochemical companies that would bring the state's regulations more in line with the federal Clean Air Act.

The announcement Wednesday comes one day after the U.S. Environmental Protection Agency ordered two companies, including the Chevron Phillips Cedar Bayou plant, to apply directly to the federal government for permits and bypass Texas officials. The EPA says Texas is violating the federal Clean Air Act. Texas officials deny it.

The Texas Commission on Environmental Quality says its proposed rules wouldn't allow a company to use the state rules to circumvent federal regulations. Companies also would be required to maintain stricter records and monitoring of equipment.

A EPA spokesman says the agency is reviewing the revisions and could not immediately comment.

Arrest In Bus Stop Murder Of Man In Wheelchair

Dallas Police have arrested a 21 year old woman for the Monday morning shooting at a Dallas bus stop. 22 year old Bruce Jones was shot multiple times as he sat in his wheelchair. Two other people at the stop were wounded.

Detectives say Alexanderia Bell was arrested early this morning at a home in far south Dallas.

Police aren't say "why" Bell apparently pulled up to the bus stop on 2nd Avenue and started shooting. She is charged with murder and two counts of aggravated assault.

Man killed during poker game in Mesquite

Police say a man who fatally shot a suspected robber after another person was killed during a Dallas-area poker game is not expected to be charged.

Mesquite police say 35-year-old Tracy Moore, who lived at the apartment, was shot and killed early Tuesday by 28-year-old Darvis Dervon Young, who allegedly tried to rob the players.

Police say another man, 34-year-old Jerome Johnson, shot and killed Young, who police say did not have a known permanent address.

Police say Johnson has a concealed handgun permit and was not arrested in the apparent self-defense case. A Dallas County grand jury is expected to review the shootings.

Border agents find 48 illegals in truck in Texas

Forty-eight suspected illegal Mexican, Honduran and Salvadoran immigrants are in U.S. custody. That's after border agents found them in the trailer of a truck stopped at a south Texas checkpoint.

Court documents show that driver Wayne West of Balch Springs has been charged with transporting illegal immigrants. He's scheduled for a detention hearing on Friday.

His attorney, Russell Jordan, said he couldn't say much about the case because the investigation is still being done. But he noted that the trailer was refrigerated and no one was injured.

Immigration officials say that all of those in the trailer declined medical treatment.

An inspection dog alerted border agents to the presence of people or drugs in the trailer during the routine stop.

In May 2003, 19 illegal immigrants died in Victoria, Texas, after being crammed into a stifling hot trailer with about 50 other immigrants. That was the deadliest human smuggling attempt in U.S. history.
