With voting in the primary runoff election starting next month in the middle of the coronavirus pandemic, the Texas secretary of state on Tuesday issued “minimum recommended health protocols” for elections, including a suggestion that voters bring their own hand sanitizer to the polls and that they "may want to consider" voting curbside if they have symptoms of COVID-19.

The Super Tuesday primary elections are coming up March 3. More than a dozen states and U.S. territories will vote on this day, and more than a third of the delegates to the Democratic National Convention are at stake.

Texas counties have started seeing updates to the state’s election reporting system that will allow them to break out the vote totals needed to determine how many delegates are won by presidential contenders on Super Tuesday. The refinements to the portal used by the state's 254 counties to report results come after Texas Democrats raised the prospect of a delay in calculating delegates.

Lorraine Birabil defeated James Armstrong III in Tuesday's special runoff election for Texas House District 100. Birabil won with about 66% of the vote.

Republican Gary Gates has opened a big lead in early voting returns in the nationally targeted special election runoff for Texas House District 28, according to unofficial results.

Gates got 59% of the early vote to 41% for Democrat Eliz Markowitz in the suburban Houston district.

Almost 80 percent of county election websites in Texas are not secure ahead of the 2020 presidential primary, according to a report from the League of Women Voters of Texas.

When Cynthia Bailey made the runoff for the Houston City Council District B race, no one was more surprised than she was.

“I went to bed in third,” Bailey said. “But when I woke up, I was in second. I said, ‘Oh, Lord.’ I got so excited. And I knew then that, hey, these people really care, and they really know the work that I do, that it speaks for itself.”
