The Esplanade at Fair Park.

The top local stories this morning from the KERA Newsroom: The Dallas City Council today will discuss who should manage Fair Park. Under a plan proposed by Mayor Mike Rawlings, the city would still own the 277-acre site, but a non-profit foundation would manage the grounds and assets.

The mayor’s Fair Park Task Force last year proposed to privatize the grounds. The city’s Park Board approved, on the condition that the group taking control of Fair Park is diverse.

Other stories this morning:

  • Hillary Clinton made her first public campaign appearancein Dallas yesterday at Mountain View College in Oak Cliff.
  • Vice President Joe Biden is visiting Dallas today. He’ll appear with Mayor Rawlings at the South Side on Lamar development to talk about investing in infrastructure.
  • In this week’s Breakthroughs report, efforts are underway to transform Dallas into Smart City, where a digital network would monitor everything from a city’s energy consumption to when it’s time to empty a garbage can.
