Corrupted Mexican Law

Carrie Kahn reports on Mexican President Vicente Fox, who traveled to Tijuana yesterday to denounce corruption in Mexican law enforcement. Fox wants to open up the system to public scrutiny. At the same time, he is calling on the citizens of Mexico to take more responsibility for public order and safety.
