Texas House Speaker Joe Straus is traveling the state, rallying support for an election measure that will pay for water projects.

Proposition 6 is a constitutional amendment that will be on the Nov. 5 ballot.

It allows $2 billion from the state’s Rainy Day savings account to be used for the construction of reservoirs or other water infrastructure.

Straus told elected officials gathered in Dallas that the biggest challenge to passage is voter apathy.

“Constitutional amendments are not high profile typically.  Expected voter turnout is going to be low.  So it’s all the more important that all of more important that each of our grassroots groups and our personal contacts is even more valuable in an election like this,” said Straus.

Straus noted that about 20 percent of the water fund would be used for projects that conserve water.
